Apparently for a recount to happen in Pennsylvania, three affidavits from each precinct is required (around 27,000 affidavits) from voters that actually request the recount. She missed the deadline as some counties had earlier deadlines than the statewide one. Now the only way to get a recount is for her to take it to through the courts.
The election officials in PA are saying it is pointless, though. Apparently the machines they use are so old, they aren't even connected to the internet, so are basically unhackable
