The Fame and Fame Monster are two separate albums. They are only regarded as one component when it comes to sales. The lessors will DEAL with Gaga placing high on the list.

The Fame and The Fame Monster went #1 at different times. Thus if The Fame went #1 a year later when The Fame Monster went #1, it obviously goes to TFM because that's why the sales were coming in the first place.
