Maybe because it was certified 5x Platinum before Soundscan + has sold like 4.9 million after Soundscan.

It was also certified 9x Platinum in the late 90's meaning, it's sales today would be very close to 10x.

Well its most current certification is from 1999 (9x plat) and there's no way the album has pushed 1,000,000 units since then sry. Lyke, 200k-300k at most. Her catalog sells suck.
