Kesha was never big in touring and endorsements, not even during her peak.
Her last album flopped and she hasn't put out music in 4 years. Who knows how long it will be before she can release another album. She's literally been doing college concerts. On top of that she has legal fees. I'm sure she could use $250k right now.

I wonder how much money Kesha actually has. She never sold a huge amount of albums nor did she make alot of money touring...but her singles were definitely huge and she wrote all of them. She has to have a few millions to her name.
