I need advice from you guys. Should I evolve based on CP or attack points? Or is there something else I should prioritize? Also what is IV? I'm so clueless

Plug in your Pokemons stats. BTW, "Dust" means how much stardust is needed to power up your Pokemon because I didn't know what that meant for a bit.
It'll then pop up with how good your Pokemon is based on the possible combinations it could be. For example, I chose my Bellsprout and this is how it looks.
So not bad! And then beneath that is the possible stats based on your Pokemon's IVs.

There's this park, like 10 mins away from where I live where hundreds gather everyday in between 4 Pokestops with non-stop lure modules activated. I started goin there daily since Wednesday, the park was also a Abra nest before it changed into a Growlithe nest.
So apparently some churches are protesting downtown that so many people are playing Pokemon Go here and aren't in church every Sunday. I'm about to go see what's happening. My periscope account is the same as my username here so I might live stream if something is happening!

Ok I get like 10 combinations, sometimes it something like 6%-85%, how do I know which one my pokemon is?
I'm moving in to a new house in September and on TOP of being amazing, it's sooo good for Go.
I have 2 pokestops and a gym in pretty much my BACKYARD. Then, less than 5 minutes away is a town where I have 40+ pokestops and 5+ gyms.
This might seem normal to some of y'all but it's huge to me because where I live right now has NOTHING. If I drive for like 20 minutes I get like 3 pokestops and 1 gym.
