IPB4 (the updated software) will be released sometime this quarter. There's no set date for it's release and it can literally drop at any moment. Since the administrators already have a pretty good structure built, it's estimated (Athens said this, but I can't find it now) that it'll take them between 2-3 weeks to get the skin where they want it to be. After that they will start the introduced of the beta phases (early, closed, alpha etc.) Obviously, there's no set time for how long testing will take- it really depends on how many bugs and what not arise. When the admins, moderators and testers feel that the new software/skin is in good condition and ready to be released, the switch will begin.
I'm estimating it will come late Summer or early September. Again, it depends on various things.
