They probably already had a plan mapped out for the whole era with Unconditionally as the second single, they just didn't expect DH to slay the way it does. At least they're sticking to their plan and not scrapping UC because of the overwhelming worldwide reaction to DH. It shows that they have a plan and they're sticking to it.
If DH wasn't planned to be the third single, they're probably thinking of making a change to their plans now.
