Extract the RL Mod file and place the folders in the MWE folder. Open the game and go to the editor. Select the RL mod from the drop down bar and click on MWR2 > MWE Core and then on MWR2 > MWE Data.

NOTE: Creating characters are glitchy so you might have to use the pop stars we know and love today.
