Supposedly digital sales are going to be integrated onto the official chart come November. France & Japan are still the last two countries in the world who haven't mixed their chart with downloads yet (despite Japan being the second biggest digital market in the world).

And with downloads being added in November, Womanizer has more of a chance to earn a #1 than Gimme More (which was huge in France, #2 Airplay, & #2 on the digital chart). It only charted at #5 on the official physical chart because it was released the same week as the album.
