"HQ" is a fairly subjective term, and doesn't necessarily involve a particular display resolution. It's become a fairly common term online to reference video that is of higher quality than the base offering (but not necessarily HD), and likewise of greater resolution than the base offering (but not quite HD).
There isn't really a proper way to define it, as the term HQ isn't really specific to a certain pixellation so no matter which way you see it your not wrong
