Tell that to Celine Dion or Whitney Houston or Barbra Streisand.
There's a huge market for rock band, balladeers, or country singer concerts. Dance-pop concerts are actually second to those commercially.
I don't know why Mariah specifically has shyed away from being a touring act in her prime. I know she said she had stage fright in her early days, maybe she was an insecure live performer. She doesn't have or need to tour anyway. She gets alot from publishing.
