Ironically the bubbling under list has better albums than what could possibly make the top ten.(and hopefully I am proven wrong)
I want to think you're right because indeed there are greater albums that have been lower than the 90 position, but the rate has changed, it's officially a 101 best of list so no bubbling under and there are a lot of positions to reveal and many awesome albums that can pull a Top 10.

Garbage is a band ATRL would love, it has the attitude of the most bad ass pop bitches in rock form.
Shirley Manson is just on point everytime, super honest with her lyrics, a super original femme fatale voice and a charisma you'd fall in love with.
Butch Vig, the drummer, is actually the producer of the much acclaimed Nevermind and has many important contributions to music such as producing Siamese Dream and many more gems, like the Grammy nominated Album of the Year Wasting Light from Foo Fighters.

Her signature bass playing allows for the basslines to slowly work their way into your subconscious and they make the music sound uniquely hers. The music itself sounds absolutely FREE and it's only bettered by Me'shell's smoky, emotional contralto. If you haven't heard this album (and I doubt anyone on ATRL besides primo. and I have) I urge you to give it a listen and take a ride with Me'shell to experience her trials, tribulations, and triumphs
