There are no "both formats". There are like 12 formats, and any label will send their single to all formats that the song will fit in (if they're smart, and if the conditions are right, that is). HWR artists usually make pure pop songs, so they will only be sent to Pop adds. Now some songs are also fit for HAC/any other format, and then they're being sent to those adds as well.
It's as simple as that really. So GYHAB being sent to 2 formats just means it's a more versatile song than a song that only gets sent to pop
That's also why I think the overall radio chart doesn't even have to say a thing. For example, a pure rock song will never be able to top the overall radio chart, no matter how amazing the song is. A song can only top that chart if it's so incredibly versatile that lots of formats are willing to play it.
