The A&R people don't pick singles until after album release. I'm sure there's a lot of different factors that they take into account when they make their choices (beyond the "easy smash" rationale of WANEGBT, etc). The bonus tracks give them more choices to play with, and there's no reason for all of the singles to be on the standard edition.

There's a non-Taylor fan who comments on my Best of 12/ Weekly Coundown sometimes and it's always great because he literally writes paragraphs and basically avoids mentioning Taylor at all- even when she's #1.
