I'd say they're almost equal, but Gen V is slightly better.
Gen V is much more messier than Gen IV, but it also has better gems in terms of looks (the whole Snivy line, Zorua/Zoroark, Chandelure and Excadrill just to name a few).
Yanmega >>>>>> every Gen 5 bug. Although I do like Volcarona, Scolipede and Galvantula.
Honchkrow, Mismagius, Heatran, Shaymin, Empoleon, Torterra, Garchomp, Lucario etc >>> Gen 5.
The only thing truly terrible about Gen 4's Pokemon is the Legendary Trio (even though Azelf ***** a biT).
