No it's different people always get confused between a radio deal and payola.
Under U.S. law,
a radio station can play a specific song in exchange for money, but this must be disclosed on the air as being sponsored airtime, and that play of the song should not be counted as a "regular airplay". Payola is criticized for not allowing a level playing field for musicians in terms of Billboard charting. It's bribery and cheating.
It's illegal when secretive. But everyone knew about Taylor's deal. The initial criticism of payola started due to a loss of revenues through major music distribution. They also damage the reputations of DJs, which is why many are no longer allowed to just play whatever they want and must choose from playlists that are approved by the stations. I believe it's also illegal for the DJ to specifically receive payola - it must go to the station and be disclosed for it to be legal.
