Literary devices are a very specific type of narrative technique used in pieces of literature, like the texts you'd cover in English class. Things like figurative language, word choice, syntax, et cetera. "Narrative technique" is a much broader term.
But semantics are a peculiar thing to complain about in ATRL's Family Feud. After all, I don't have to attend English class until Tuesday.
