That's because Britney would rather tour than do promo. I honestly believe we'll never see Britney perform live on TV again. Brit and her team want to be able to control the footage in case something goes wrong. Mistakes can be fixed in post-editing. They never want a VMA 2007 to happen again.
If Britney were to go on promo tours like she used to, the effect it would have on the album would be really good. The morning and late night circuit proves to be an effective promotional tool. That needs to be utilized.
