It is intentional. In "If I'm Dancing" that sound is absolutely part of the sound effects in the production, as it fades from one side to the other purposefully. There are just lots of tracks with multi-layered production that are just super meticulously put together with some very quirky stuff hidden in there. There was a part on one song where I thought I heard someone talking and replayed and it ended up being her repeating some of the words from the verses. It's actually a quality I really love about this album; the more you listen, the more you can notice little interesting sounds and parts in each track. In "Liar" particularly, she has some really awesome adlibs after the bridge to the end, but you can only hear them in the left headphone and they are at lower volume.
