I'm not on either side in this argument, but I will defend Bey when necessary.
Best Thing I Never Had & Love On Top both went top 20 and platinum, while What Now and Right Now didn't go top 20 or gold. Also, Party was an urban hit (peaked at #2 on Billboard R&B/Hip Hop chart for 3 weeks without going for adds). Why Don't You Love Me wasn't released as a US single, meaning her only flops between 2010 and 2013 were Run the World (which is more iconic than many Rih singles), Countdown, and XO. 3 flops. Just like Rihanna has had in the past year (Right Now, What Now, CRTFY).
Beyoncé, the album, has already sold ~1.7 million in the US, more than any Rihanna album since Loud (released 4 years ago), and it came out only 2 months ago with ONE live performance and NO interviews.
Beyoncé's tour has outgrossed Rihanna's and is still going on, even though she had "7 flops in a row."
