That isn't really the issue though. I have been in similar conditions myself, and friends of mine, and friends of mine and I together. The difference is, we were smart enough to know that we can't step into a car like this, we never endangered anyone. (Not even ourselves for that matter, not when you know what you're doing.)
If you can't handle it responsibly, don't do it. It's easy to put the blame on substances, but really it's with the person.
