This means nothing. There are still a lot of good album sellers today (Beyoncé, Adele, Bruno Mars, Taylor Swift, Ed Sheeren, etc.) and a lot of them being artists with already long careers, yet none of them have been able to touch over 10 million.

It does mean something. They were bigger than Britney, but it doesn't mean that Britney herself was not a huge force. Gaga is the only one from her generation that had a huge peak, aside from Taylor and maybe Bieber. Back in 2009, she was bigger than everyone by a large margin. There was barely any competition.
