Imagine Interscope sold 100 copies to Bestbuy & Bestbuy only sold 90 copies.
IFPI is reporting what Interscope (record label) sold (100 copies), not what Bestbuy (retailer) sold. Soundscan for example (the company that reports sales in the US), reports what retailers sell (which in this case would be 90 copies instead of 100 copies).
This aligns with what IFPI actually shows, which is overall income in the music industry. IFPI doesn't care if an album has actually been sold to a person or not, they care of how many albums a label has sold in general. They also have their rules though, cause I don't think IFPI is counting Anti's 1m "sales" for example.
