There's nothing illegal about taking tracks from someone else and altering them as long as you are not using it for commercial purposes. If she wants to create a track before asking for permission, I'm pretty sure that's fine
I think the issue is less about legality and more about respect towards another's piece of music. They might see it as tacky and it's just another way for Azealia to burn bridges with people that could have potentially helped her music career
