Sarah Hudson and Katy wrote both songs, Black Widow is probably a rejected chorus or was part of the song prior to Juicy J's involvement. Either that or Katy and Sarah were incredibly lazy when Iggy asked for a verse.
(Dr Luke has a writing credit on Dark Horse and not Black Widow, but I'm pretty sure he either gets Producer writing credits or comes in and changes some of the lyrics late in the game.)
