In The Sims 3, if your family lives in Bridgeport, they can only live in Bridgeport, they can only visit within Bridgeport, they couldn't visit Sunset Valley or move to Sunset Valley without making a new game. Most Sims 3 words have a max of around 100 lots,
In The Sims 4, there are 25 lots per Neighbourhood. But every time we get a new Neighbourhood, it adds another 25 lots, that are available to the same families, and your Sim can travel to all of them.
Which means by the end of The Sims 4, the "Universe" your Sim can live in will be bigger than just one "Neighbourhood" like in The Sims 3.
There's a third neighbourhood EA, haven't announced. That brings us to 75 lots.
And in game terminology, multiple "Worlds" are regarded as the games "Universe"
