That rule is not completely true. I remember some puppets commercial with "Say Something" audio, which was tagged under "Films and Animation" and it was detected as streams for the song (then the song got a significant increase that week)

I doubt it depends on tagging. If video include music registered in Google's contend database and video is under monetization, YouTube MUST track plays. I believe the main problem is registering by labels

Her target demographics are children and parents/older adults. Neither of those groups use Spotify very much. It's mostly used by teens and young adults, which is why urban songs do so well.
