Rise flopped because Katy decided to use it to promote Hillary and NBC wanted nothing to do with the song at the point since it would have alienated many people. Spotify sabotaged it as well due to it being an Apple Music exclusive in its first week of release. After Rise Katy's been off and on in the studio writing for the new album but she invested a lot more time into the presidential campaign and supporting Hillary. In fact, she was actually banking on Hillary's win in order to give herself a new platform to be the nation's true pop star and to leverage promotion for the new album, but then Trump won and Katy's plans for the new era were ruined and now she's rewriting the campaign from scratch. Katy says she writes songs based on what the world needs. In fact, she has recently thrown out over half of what she's written for the new album (which was leaning towards trap, house, and disco) and started writing more empowering songs (in the realm of Rise) for the state of the world under a Trump presidency. Due to this and the fact that Taylor is coming back, Katy plans to release her fourth record in the fourth quarter of 2017, with the lead single coming in August similar to Roar.
