That rule is not completely true. I remember some puppets commercial with "Say Something" audio, which was tagged under "Films and Animation" and it was detected as streams for the song (then the song got a significant increase that week)

Yeah, it always comes to my mind. I believe the real reason was because you were forced to watch that commercial when you want to watch any other video. Plus, the decision of YouTube Music to make it count or not. Streaming's data system is not completely perfect yet
