No, I believe they were inspired from hundreds of different pin-up girls from the early 20th century, and the only reason why Katy Keene got so much focus is because she shared a name with Katy and because they look facially similar.
It's pretty much guaranteed that some inspiration has been taken from Katy Keene, but really it's incredibly ignorant to try to say that them both wearing a red dress or both having big hair and unusual earrings is proof that Katy just reads her Katy Keene collection before working on a music video or deciding what outfit to wear for a performance.
