I've always wondered that too. I've just thought perhaps she's referring to how the fight against the Capitol had to be kept quiet?
Fights are also normally kept secret from people. The act itself is loud, but it's sheltered and hidden from the world in a way. Especially the ones people had in school and stuff (to keep the teachers away)
