The difference is that Loud didn't need a follow-up because that era was highly successful. So Talk That Talk was pretty much uncalled for (this is no shade for the potential Rih fans lurking).
Born This Way needs a follow-up because Gaga lost a little bit of territory and she needs to gain that back to show she is not to be messed with
and to have another huge hit again.
