Stadiums = lot more money for tickets.Bey want's everyone to come to her show and want's it to be affordable so fans can be able to experience the show.
Her tickets are more than some artists Stadiums. Doing Stadiums would give fans more of a chance to get tickets. it's not like she's not doing stadiums at all, she's doing them in Brazil.
At the end of day, Beyoncé is going to have to do stadiums eventually. She already has. I am not sure why she avoids it when she can do one stadium date instead of 3-5 arena dates.
