I also don't use it because of the lack of priority it has + average attacking stats that can just be surpassed or equaled by somebody else anyway. Azumarill on the other hand has priority unlike Eelektross, better bulk, and most importantly it's attack stat can't just be easily surpassed like Eelektross's can be
(ex. Primeape can use band and surpass Eelektross easily, Sawk already does, Zangoose does, Scolipede can easily SD and then sweep, and if Eelektross goes special then there's Haunter, Kadabra, Electabuzz, etc.)
