VEVO isn't up to the level where it can be used as one of the factors to be included into the formula currently used by Billboard to measure a song's popularity, since not all artists have their videos uploaded into VEVO. So, it's not a just method.
In my opinion, airplay should contribute more into the formula. Assuming a song's popularity based on sales alone is quite unfair to the extent that some songs from, let's say Taylor Swift, Gaga, and Britney would shot up to the top in no time, regardless of the quality of the song and what most people think of it. FANBASE RULES!!
On the other hand, airplay is the indicator to how much a song appeals to the mass i.e listeners. For example, a song from Taylor, although it seems that even her rerelease album tracks made it into iTunes Top 10(a reason why sales is biased), but were those tracks appealed to the public? No one knows coz they weren't even released as singles. Besides her fans, nobody knows that those tracks ever existed at that time. So, how is it sales measure a song's popularity?
People request songs they like, regardless of the artists. For example, Rude Boy gained up to 154+ million AI, did all those 154 million people bought her album? HELL NO!!. They requested the song coz they liked it and it was so popular. Furthermore, not all people prefer to buy singles, a reason why SuBo sold million of albums, but her singles charting on iTunes? Nowhere to be found. LMAO. Maybe older people who sucks at technology would only request and it contributes to airplay.
Let's be honest, more people request than buying them digital tracks. AI could reach 200+ million, do digital tracks sold even 1/20 of that? HELL NO!!
