The radio deal is only for Clear Channel's iHeart Radio stations. There are other radio networks. Whilst most will play the song the same time as iHeart Radio, the 4th April date is when the label will push it out, if the track isn't playlisted before hand.
Radio dates exist to give schedulers time to plan. Each time a new song is added to a playlist, another song gets removed, and knowing in advance when a song is expected to be on radio allows stations to plan ahead.
For example, a pop radio station might be considering swapping Meghan's NO slot with Iggy's Team as soon as Friday, but Meghan is visiting the station next week, so they will wait until after her visit before removing the track from their playlist, as they have until 4th April to playlist Iggy.
