Yes.
She has the respect, she's considered one of the best voices of this generation, she has the acclaim, accomplishments, and the sales. Plus 21 remains more iconic and more memorable than anything any pop girl has been putting out since. She's also viewed as a role model for women who don't fit the stereotype of traditional beauty as well.
edit: And I don't think it's too early to call her a legend either. Adele did more with one album than most artists can do with their entire careers.
