If it's just regular competitors, trying to win the title of top member - it's basically just another standard season.
Especially since lots of people play more than once anyway, some even 3 times.

If people have played more than once during a regular cycle, I would guarantee they wouldn't make it. It would just totally depend on the person and if the judges feel like they should make it.
The only reason why the top 3 are not allowed to play, the winner is an obvious shouldn't even sign up to play since they won, is because they have already gone through basically all of the challenges. Most of the times minus the thread challenge, but especially as of late when the finale is with the final 3 it just works that way.
I often think about finding the judges for all-stars and us hand picking the all-stars and seeing if they agree to it.
To your other post about the new mods who were eliminated can participate, I would probably say no. I mean Retro Dance 4 AM Apollo Aerola Chanel Freak was eliminated purely on the fact he became a mod during the cycle.
