I dont think it was a "flop." "Believe" was a moderately selling album and he had a big hit with "Boyfriend" and 2 other hits with the Nicki and the Big Sean song. The album still sold around 1.5m in the US which is not bad.

He debuted at #1 in the UK, Australia & New Zealand so I really hope he gets it in the US too. 
I also think The Hills is the next Hot 100 #1.

I don't know what this means. The 2 main achievements I can think of are:
over 600k in sales. Probably not.
Blocked Bad Romance, though BR's 4 weeks topping sales were when Empire State ruled.

Hotline Bling could possibly be a future #1 going by its current performance. It will need a music video and pop radio adds to do it though.
