The next step is the question if she is unable to book second rate venues (having 75% capacity of first rate), you know the arenas Nicki Minaj toured in Europe. Pulling a Kylie (6400/15000) is the realistic outcome.
If Gaga downgrades to 4k, 8k and 8k venues. It's a risk that Halsey upgrades from 2k and 5k venues to 4k, 6k and 8k. The venue crews better remove all the Halsey stickers on the wall/ceilings or Gaga might get a breakdown on the sight of a Halsey sticker in her dressing room letting her know what her tier really is.

Wait @ you calling 2 'Mall of Asia Arena' dates 'Mall dates'. Katy has performed to 30,107 people in Manila during her career whilst Gaga has performed to the exact same amount across 3 dates. It's just that Gaga amassed the number by 2012 whereas Katy only achieved it in 2015 - but it's also great that Katy did that in one night! Good on her.
The South American comparison is also useless - comparing the smallest shows doesn't represent their successes at all, as Gaga nearly tripled Katy's attendance in cities such as Buenos Aires.

Katy's 4 China dates that were strangely not reported amass a potential total attendance of 56k (edit: actually just checked pollstar, she pulled under capacity at these and actually did 49.4k). Gaga pulled 51.6k in Hong Kong alone last time she was there, and had previously performed a Macau show that brings her Chinese career total to around 66.6k. Again, above Katy.
Katy's show did great in the US! It was, however, the first time she'd pulled big attendances in North America, so once again career totals would likely state otherwise. For example, Gaga's played to 102.5k people in Toronto - Katy just 73k.
Basically what I'm saying is that Katy's last tour was a big improvement, but it's evident that she's still playing catch up to Gaga.

You missed the future part. Gaga next tour would be at best up to 15k in second rate arenas competing with Nicki Minaj in Europe and pulling 6400 attendance or at worst in 4k, 6k and 8k venues competing with Halsey.
It's like the historical explanation of why the Flying Dutchmen has to be Dutch. The English told their kids that when the Dutch came, terrible things happen like London burned down, the Dutch burned the fleet at Chatham. It also means that the Dutch are a ghost of their former selves, they used to be a formidable force capable of outdoing all other nations combined, but a century later they were reduced to a non-factor. The English keep telling their kids that the Dutch are a ghost, a legend, a story,... that is reduced to a non-factor nowadays.
That's exactly the role Gaga is playing, being smaller than a former Katy Perry support act in 2016 and maybe even smaller than the Tumblr girl who never got a hit on the radios.
