None of the countries you listed is a relevant music market & I'm sure Somalians & Burkinabes have more important things to do than spend money on pop stars.
That's like calling Katy Perry local because people in Haiti don't know her.
Context is key.

What do you mean by relevant? Its about popularity, of course what people think there matters.
Well, if they are using personal experiences, so will I. I have spent time in several Afican countries thanks to my studies. I dont know how much more or less popular Celine is there, but I can definitely confirm that Madonna is well known in Morocco and Western Sahara, Algeria, Tunisia and Egypt, despite of he provocative image. She is also very well known in other muslim countries like Turkey, Jordan, Lebanon or Iran. If nothing extreme happens in the region, there is a chance that I will travel to Basra next summer. If there will be right time, I will see about how known she is there, despite much more serious things to worry about.
Also I wasnt in SA, but Madonna has a few certificates fom there, and they nicknamed one of their most beloved and successful artist Madonna, so Im sure they have heard about her there too. And something tells me she is known in Malawi too
