"Indeed, Apple Music has announced that the entire Compton set will be available for streaming, uncensored, on Thursday (8/6) between 6pm and 9pm PT, with the iTunes Store and Apple Music turning over at 9 to make the set available to stream and buy and a Beats 1 show dedicated to the album, hosted by Zane Lowe, kicking off at that time. How might the promotion of this Apple exclusive in an ecosystem that has streaming at its center affect its first-week sales? This could be a fascinating test case."

As for the time zones, 9 pm PT is midnight ET, so I'm not sure if Dre's album could debut a little early with "street date violations" or not. Even if Billboard/Nielsen uses midnight PT as the cutoff time instead of midnight ET, I doubt Dre could sell enough in those three hours to challenge for #1 this coming chart week, But he might make the Top 20.
