I think you should add both factors: # of Listeners + # of plays. But that's just an opinion

Some people will play a song 500 times in a week. I think it's unfair if people can just leave a song on repeat all day and have that count and have a song go #1 off that.
I think it's honestly better if each person holds the same weight, to be fair, and to show popularity throughout the site as a whole. If 10 people listen to a song 100 times, over 1 person listening 1000 times the first way is an accurate representation of what's popular.

This is the classic "audience vs. spins: which is a more accurate representation of popularity?" debate.
Personally, I believe that both should be counted.
However, iHype made a valid point regarding those who game the system. I say that if it is possible, remove those people from the ATRL group and then count both.
If that takes too much work, though, I'm not going to complain.
This chart, right now, is pretty good the way it is (although there are always improvements to make).
