What kind of reach? Gaga has been working with Terry and doing that stuff since the beginning of her career. When Miley's era started last year, people were saying she was trying to "Out-Gaga Gaga"
I think they're pretty close. At this moment, the image of Miley on the wrecking ball is probably more remembered than Gaga in the bath haus. But it hasn't even been a year since WB came out, and a lot of its controversy was due to the fact that it was a former Disney star being suddenly very provocative.
BR has more acclaim, won a Grammy and several VMA's, I think in the long run it will be more remembered and respected.

I don't think the gap is as huge as the Monsters are making it out to be and lord knows I detest Miley. Wrecking Ball did make quite the wave. I would go as far in saying the release of the WB video is almost equivalent to GaGa's Paparazzi VMA performance in respect to the moment the GP took notice for shocking antics.

Wrecking Ball is definitely iconic, but Bad Romance is just.. More iconic. And also critically acclaimed.

Wrecking Ball because the GP is not comprised of little monsters. Thus they'd remember the WB meme and it's viral power, and not BR due to it's lack of influence on anything in particular, sans a few high fashion trends in 2012.
Any random person on the street can tell you what happened in the Wrecking Ball video. Can't say the same for Bad Romance, sorry! It's fairly forgotten.
