By giving them a 0, you're saying they have no purpose and no redeeming qualities. I can say with all my heart that Sheeva and Hsu Hao have no redeeming qualities. Sheeva is slow, bad, and her grapples are just bad. There's a reason she was low tier in MK9 and didn't show up after MK3 until MKA.
