Well, nobody remembers gaga for her ''fashion'' just weird outfits..
Rihanna actually sets trends so, theres your answer.

Gagz had immediate impact on the pop music industry while Rihanna has influenced the new "generation" of up-and-coming pop girls, along with members of the GP. Honestly, just take your pick because I doubt most of us are able to be objective

Gaga, she got the fashion icon award for a reason
Rihanna just has a great team that jumps on trends early

Rihanna. I appreciate Gaga's quirkiness, but Rihanna style is more relatable and realistic. People actually try to emulate her style and that is why many fashion collections are inspired by her.

You do realize Gaga has a stylist as well?

the only reason people took interest in gaga's fashion is because she'd show up awards wearing toilet brushes on her head and a dress made from clingfilm, she did it for attention.
Rihanna actually sets trends, if you enter shops especially topshop, river island etc you'll see how they emulate rihanna's style into clothing.. so much cheap knock offs of rihannas' previous wearings.

I say Rihanna because while Gags fashion is talked about a lot ( a la the meat dres), millions of people even non-fans are inspired by Rihanna's dressing. I mean her street fab style is everywhere right now. That's why all these brands are always using her (Balmain, River Island, etc)

rihanna, because people actually want to and do dress like her.
plus, she's a style chameleon that serves up several different styles and pulls them off.

People on ATRL are so stupid sometimes. "Rihanna because the GP cares about her and she is a trendsetter and people care about her. Lady Gaga has never had the impact on fashion that Rihanna has!!!"
Like. First of all these are all guesses, and honestly none of us can measure which has had the bigger impact on fashion because we just don't know. But when you act like Rihanna is the only reason why people wear urban clothes again..... HELPING bring back old trends set by other people is cool and all, but it doesn't make you a FASHION ICON!!!!! There is no piece of clothing or style that someone can look at and say "oh, that's Rihanna" that can't be "that's Beyoncé" or "that's Rita Ora" sorry. She's cute but she ain't all that. Rihanna has the candy red hair and the GGGB hair. Those are the only two "signature Rihanna" things that are valid.
Hair bow style, the platform stilettos, armadillo shoes, bubble dress, MEAT DRESS, kermit dress, large funky headpieces, and so much more are SIGNATURE Gaga. People associate Gaga with innovation and pushing boundaries in fashion in general.
Like I said, none of us can accurately measure either woman's impact on fashion, so stop with the ridiculous statements.

I can only remember the meat dress from your list and maybe the hair bow but as said multiple times before people actually want to look like rihanna and I can't say the same for gaga. The only reason gaga got the kind of attention she got for her outfits was because of how bizarre they were, not that weird outfits weren't done before that but because at the time no one was doing it.
I believe that both of them are fashion icons but rihanna is bigger in the sense that she gets recognition for wearing what would be called casual clothing while I am certain gaga could never receive any attention for wearing the same thing.

Having memorable clothing objects is a non factor in being a 'fashion icon'.
Sure, when people see the meat dress or hair bow (although I doubt the latter is remembered) they'll say: oh yeah that's from Lady Gaga.
But unless it's Halloween they're not gonna do anything with it, having a signature look is good, but it can limit and taint you and in Gaga's case it has.
Inspiring millions of people in their daily fashion choices > giving people something to wear on Halloween.
