Because her recent album (and its 2 singles) underperformed, she scrapped the 2nd video without any word, hasn't released a third single, spent most of the past few months either performing album tracks or talking about things completely unrelated to the album (Koons, Abramovic, space, Bob Wilson, the Gaga doll in Japan), doing another social media blackout (brilliant move during an album cycle), all the while her fans are left in the dark wondering wth she's up to.
And when she does decide to pop back into social media, it's done nothing but make her look foolish and messy.
At this point the tour is the only thing to look forward to and no one and only fans (including myself, who bought 2 tickets to see her) check for that.

No this is her second flop era, which is why people think Gaga lost her touch.

I'm not gonna get into what Born This Way did to her image, but commercially, the Born This Way era was only a flop in terms of longevity and expectations that were given for it. Otherwise, it's stats are what most popstars DREAM to achieve with their eras.
ARTPOP is suffering from her image damage + having all of it's promotion stopped while Gaga restarts everything, and the lack of a music video since August. If she actually bothered with performing "Do What U Want" at the Grammys + releasing a music video for the song, the album would be top 25 on the WW charts at the LEAST.

Rihanna made her last 2 albums in 2 months. GaGa took like 3 years to make this album and it's performing terribly.

BTW, if anything, damaged her image to the point where she was considered LGBT exclusive. Selling 1.7 m after that era with one video and lack of proper promo, is not bad.
