because music critics tend to not show high praise for more average pop acts; they want to keep their "hipster cred" while still being able to focus on pop music. the grammys do this too, which is why acts like norah jones, adele, alicia keys, etc. tend to be the ones who win grammys
lady gaga, as at least partially a representation of a pop act rather than a pop act herself, allows them to cling to the pretension and stigma against the traditional pop star while still praising a pop star
not every critic does this obviously but enough do that the scales are tipped and gaga gets the most critical praise
although actually now that i think about it adele is more widely praised
rolling in the deep was the #1 song on the pazz and jop poll which is something gaga's never been able to do before, and someone like you was a critical darling too

I think it's has she has less albums than most of her peers, her average will obviously be higher. for example if Rihanna got a '72' for all her albums her average would still be lower (72) because of the amount of albums.
