Because she cashed in on the teen pop phase but instead of being in a group became prominent as a solo artist. Hence record labels marketing other teen female pop stars just like britney. Plus you have to add the fact her music/image had an appeal to children and people in her age group as well.

I was younger back then but I don't remember them hating her for her voice but her being very provocative with her style, yet being marketed and being a prominent figure to younger children
