That wouldn't really work because 95% of leaks are CD leaks. Not only would they have to recall every CD they produced and shipped, but the new ones they make would probably leak also.
They could do some type of program where each CD is given an individual number and they could go to an official website to download additional tracks, but that's a bit of a pain.
Leaks will definitely be more easily controlled once CDs are phased out completely. It would actually not be a bad idea to release digital albums a week or two before the CD release because there probably wouldn't be any leaks.
